North Avenue Overhaul Calls for Four Car Lanes Rather Than Three
Transforming North Avenue: A Comprehensive ReimaginingAthens-Clarke County transportation officials are grappling with a proposal to "reimagine North Avenue," a five-lane corridor that has long been a concern for pedestrians, cyclists, and low-income residents. The project, funded by a million federal RAISE grant, aims to address safety and accessibility issues along the corridor, but the recommendations may not be as transformative as initially envisioned.

Balancing Mobility and Safety: The North Avenue Dilemma

Addressing Pedestrian and Cyclist Concerns

The proposed reconfiguration of North Avenue aims to create a safer and more accessible environment for pedestrians and cyclists. The plan calls for reducing the number of car lanes from five to four, with the addition of wider sidewalks and separated bike lanes. This approach is intended to slow down traffic and provide dedicated infrastructure for alternative modes of transportation. However, some commissioners have expressed skepticism about the viability of the bike lanes, questioning whether they will be widely used.

Navigating Traffic Concerns

The transportation officials have also had to consider the concerns of institutional stakeholders, such as the University of Georgia, the Athens Downtown Development Authority, and the Classic Center. These entities have raised concerns about the potential for traffic jams during major events if a three-lane configuration were implemented. The police and fire departments have also voiced concerns about emergency vehicle access. The recommended four-lane option aims to strike a balance, maintaining a center turn lane to accommodate traffic flow while reducing the number of through lanes.

Addressing the North Oconee River Bridge

Separately from the RAISE grant project, the Georgia Department of Transportation was supposed to replace the aging bridge over the Loop, but has since moved it down the list of priorities. Local transportation officials now want to repurpose one southbound car lane for a shared bike/pedestrian path, addressing the lack of a sidewalk on the existing bridge, which creates a barrier for pedestrians and cyclists.

Funding Challenges and Priorities

The TSPLOST (Transportation Special Purpose Local Option Sales Tax) funding for the North Avenue project is also a point of discussion. County officials are grappling with the need to allocate funds not only for the North Avenue improvements, but also for routine transportation expenses such as road paving, pipe replacement, bridge repairs, and transit operations. This has led to concerns about the ability to fund "special projects" like the North Avenue reimagining, as well as the potential impact on property taxpayers.

Envisioning the Future of North Avenue

Despite the challenges, the North Avenue project presents an opportunity to transform a key corridor in Athens-Clarke County. The proposed improvements, including upgraded traffic signals, crosswalks, bus stops, and a landscaped roundabout, aim to create a more welcoming and accessible environment for all users. However, the success of the project will depend on the ability to balance the diverse needs and concerns of the community, while also securing the necessary funding and resources to bring the vision to life.
